Halff Associates Inc. The Halff story began back in 1950 when Dr. Albert H. Halff hung out a shingle in Dallas and founded the one-man consulting firm that would one day become one of the nation’s largest engineering companies. In 1953, Dr. Halff and his partner Allen Hundley each contributed $1,000 to form “Hundley and Halff.” In 1960, Dr. Halff amicably split with Hundley and formed “Albert H. Halff Associates” in Dallas. Hill Country Community Ministries Founded in 1983, Hill Country Community Ministries is a 501(c)(3) nonprofit corporation, a coalition of churches assisted by area businesses, civic organizations, service clubs, and concerned individuals that provides food, clothing, and other assistance for people in crisis and those living in poverty in southwest Williamson and northwest Travis counties. Our goal is to serve our clients with dignity and compassion in an atmosphere of neighbor helping neighbors. HCCM operates a Food Pantry that stocks nonperishable food and essential personal care items. The Thrift Store provides serviceable, gently-used clothing for children and adults, including coats, jackets, new socks and underwear, and blankets. Other assistance includes new shoes for children. HCCM actively refers clients to other agencies for access to additional community resources to help stabilize their situation. HL Chapman Pipeline Construction, Inc. H.L. Chapman started out in the underground utility business laying cable for AT&T and laying gas lines for Southern Union Gas. Working in the underground utility business eventually led to his evolving into a specialized contractor. The decision to become a specialized trenching company led HL Chapman down a path that would lead to becoming one of the world’s largest trenching companies. For 25 years, the family-owned business worked to build the name and reputation of being the best in the trenching business. Milestone projects such as the 330-mile Phillips Pipeline and 440-mile Seminole Pipeline jobs were groundbreaking, replacing drilling and blasting with mechanical trenching on cross-country lines of that magnitude.
